River Proximity Beats New Construction
Navy Yard's new townhomes look dry and tight — and many have crawl spaces that tell a different story. The neighborhood sits beside the Anacostia River on filled, low-lying ground. New does not mean dry when the soil holds water and the grading is still settling.
The Settling-Grade Problem
In the first few years after construction, soil settles — and it often settles toward the foundation, reversing the grade the builder intended. Suddenly the townhome's downspouts and patio are feeding water to the crawl space instead of away from it. If your Navy Yard place is under ten years old and the crawl space smells off, settling grade is suspect number one.

Builder-grade thin vapor barriers, already torn. Grading that settled flat or negative. Shared-wall townhomes where one unit's water problem becomes the neighbor's. And older industrial-era buildings converted to residential with crawl spaces nobody designed properly.
